Aimed at providing temporary employment for unskilled labour from SISBÉN levels 1 and 2 in the construction or maintenance of community infrastructure in low-income urban areas, defined as neighbourhoods of strata 1 and 2. The programme sought to mitigate the impacts of the 1999 economic crisis.
